Who's fault is it?
I someone is talking bad things about you (behind your back), Who's fault is it?
Is it their fault because they can be honest enough, and they can have the courage to say what they think about you in you face?
or is it your fault because you haven't create the environment of "trust" that will permit them to say what they think about you in your face?

About your question: I think it could be both. Sure, there are people that just don't know how to give feedback or who are just the type of "behind-your-back-talkers", but I still think that if the environment of trust and open communication is really enforced and valued, those scenarios should be less frequent. Good luck! And wish me luck for elections on Friday January 13: Am runnning for MCP. I'm crazy :-)
